«Цінові» метаморфози: як Дрогобицька міська рада купує пальне

Експерти «Центру громадського моніторингу та досліджень» звернули увагу на цікаву закупівлю, яку проводила Дрогобицька міська рада. Комунальне підприємство «Комбінат міського господарства» цієї міської ради у січні 2017 року здійснило тендерну закупівлю пального, а саме:

  • 600 літрів бензину А-95
  • 150 000 літрів бензину А-92
  • 760 000 літрів дизпалива

На тендер було подано пропозиції двох учасників: ТОВ «Нафтотрейд Ресурс» з ціною пропозиції 15 млн. 378 тис. 578 грн. та ПП «ОККО-Бізнес Контракт» з ціною пропозиції 18 млн. 098 тис. 226 грн.

Вже 24 січня 2017 року замовником було укладено договір з переможцем торгів ТОВ «Нафтотрейд Ресурс». Зауважимо, що ціни на пальне у договорі відповідно до законодавства не можуть відрізнятись від цін пропозиції учасника. Відповідно у договорі і були зазначені ціни пропозиції учасника ТОВ «Нафтотрейд Ресурс»: А-95 – 19,13 грн./л, А-92 – 18,29 грн./л, ДП – 16,61 грн./л.

Однак за період з 24 січня по 03 лютого замовником було тричі погоджено з переможцем тендеру внесення змін до цін пального, визначених у договорі, і, звісно,  у сторону підвищення. Нові ціни за договором значно перевищують ціни пропозиції переможця, а також є вищими за ціни пропозиції конкурента – ПП «ОККО-Бізнес Контракт»:

Виходить, що для учасників немає потреби особливо конкурувати за цінами на тендері, достатньо виставити максимально низьку ціну, перемогти, а далі за погодженням з замовником підвищити її до прийнятного для себе рівня. На жаль, принцип державних закупівель – «максимальна економія та ефективність», на цей раз знову не дотримано.
